any discussion in regards to any of thatmotion to approve second all those in favor correspondence we do have somecorrespondence um this is a u message from um Lance solonia who lives on MainStreet um this is hene Happy New Year I was watching your board of Select my meeting on yesterday and heard that thetwo-speed cameras you are going to be getting in so happy to hear the speeding problem here is going to be addressed myhouse is on main street where the speed limit is 30 m an hour but most of the traffic quizes by at 50 miles per hour or faster I and my neighbors have hadmany close calls just trying to get to our out out of our driveways never mind trying to walk across the street or downthe street to get to the center of the village since the sidewalks don’t extend this far out with plans and The Works toexpand the biking route that goes down Main Street now that the bridge walking path is about to open we have a tragedywaiting to happen at the traffic along Main Street can’t be made to slow down if one of those two cameras could be placed on Main Street I’d ever be soappreciative as would the rest of the neighbors who feel the East H Village should be more of a village and less of a Speedway congratulations on yourreselection and thanks for your consideration on this request um and then I thought we hadsomething else no do we have something else there should be another one in hereyou should have another one that was in front of that oneno same page same page um the one that she forwarded tothe rest of the Neighbors on Main Street is that what you’re talking Catherine wend yeah that’s just a message sayingbelow is the email there no I don’t um this one came from forgive meif I mispronounced your name got Stone um this came today we should standfor Li Liberty and freedom these devices should be in no place in America let alone in a town without traffic lightswe should not be a surveillance State should not condone such activities one of my favorite Ben Franklin once saidthey who can give up an essential Liberty to obtain a little temporary safety deserve either neither Liberty orsafety sincerely got Stone Moodus resident taxpayer yeah I didn’t havethat one but I knew that we had it so those are some um correspondents um really the only thingI have on my report is that um there is going to be another 63h hour closure fortunately on the bridge but I don’tknow when yet so um anyways that’s all I have on in regards to that and as soon as I know I will obviously share thatinformation but what what is there they have a hard stop um according to their contract dothey have a hard stop they have been promising mid-February so um there’s Ithink there’s a um you know list that they’re trying to a punch list that they’re trying to work out now so thatthey should be done but I want to say it could be later in the spring to be a really hard stop but they are getting umincentive pay for Less closures and getting done earlier so I mean that’stheir intent you know they want to be out of here just as much as we want them out I’m sure so okay moving on uh publiccomment a lot of people here what can we and we hear from you today if there thankyou good evening everyone I’m sorry I’ve been unable to make previous uh Board ofselected meetings but I just wanted to give you an update for East hatam ambulanceum I was going to give you a quarterly report but I haven’t been here so you’ll get a semiannual report so for the last6 months we’ve had 440 calls 444 callsand with 16 Mutual AIDS um that gives us a a rate of96.4% but in the last three months we’ve had no Mutual Aid calls atall I’ve been asked to speak publicly about some misperceptions that are outthere about the number of calls that East hatam ambulance folks take uh um asum compared to the career firefighter EMTs 67% of the calls occurred duringEast hatam ambulance hours and 33% of the calls occurred during the townemployee coverage hours where you have the firefighter EMTs on duty the town budgets for fourfull-time firefighter EMTs to cover the daytime hours that the fire departmentand East hadam ambulance have not been able to get volunteers for um not been able to recruit andretain more than three full-timers and now we’re down to two so East hadamambulance is sharing our EMTs to cover the shortages uh that arehappening an example one day in December there were six calls in one daytimehours between 6:00 a.m. and 6: p.m. two of our EMTs and one firefighter EMT wereon that day and covered all the calls one of those calls was a priority OneCall which means it’s critical um and it was critical if itwere not for the staffing of our EMTs provided to the town on overtime thosecalls all would have gone to Mutual Aid resulting in a little a bit of a delayof getting an ambulance inwe were fortunate that day that the emergency medical system worked the way it’s supposed to because we had thePersonnel to do it we were fortunate to have a medic uh be a medic be Uavailable and respond to it also we’ve beenum supplying coverage and interaction with the public at all the community eventsfree of charge some of these events include weekly music on the river musical Bridges the Youth and FamilyServices um ask us we uh staff for summer paloa as well as the rider stridewe provided coverage at the Conor Mei young Triathlon we do Project SAFEHalloween Christmas in the village light up music and uh the Moodus light upMoodus the parade and Christmas party um we provide standby for fire uh structurefires and we provide Community Education at our every place that we set up umFebruary is heart month our theme this year is save aheart save a life and that event will be held February 8th at the Grange the dropin is from 9 to 1 pm you can learn simple ways to save lives like handsonly CPR stop the bleed and Naran Administration like last year um chadamHealth came and did the Narin uh and they’ll be there again this year and they provided Narin um hand out forpeople to take with them and we found that a lot of the people that attended were were middle-aged and older peoplebut what they did was they took that Narcan home and they gave it to their young adult in their household because thoseare the kids that are out kids young adults that are out on the street and have friends or at par parties and stuffwhere they’re apt to witness um an overdose and people were very that was the most popular part of the the wholeevent last year so um we’ve been providing the services to East Adam for 56 years thestate of Connecticut authorizes us as your sole primary service responder andwe are um our schedule is full we are Staffing 247 between our career staffduring the daytime our volunteers and our paid EMTs we now have a five-yearrecord of goodperformance does anybody have any questions you just repeat the date ofthe uh event in February February 8th 8 8 East hadamgra 9 to1 and there’ll be something in the paper with the number to contact ifyou if you want to do stop the bleed you kind of have to sign up for that because you don’t want to walk in when the course is half over and it does take alittle bit longer our um hands only CPR that we did last year you could walk inand yeah you might have to wait 10 minutes but there’s other things to look at so and there’s is there a charge for that is it free free everything is freeyep and we have a lot of other things we have um a lot of uh prevention typeinformation and stroke information anything that’s going to affect a person’s heart that might result Department of Public Works isis doing some drainage install inhouse on lak Shore Drive uh my question is isum what assurances can you provide that the work is um being doneum correctly to prevent any uh future future problems with thedrainage I’ll have to get back to you on that okay um the reason the reason I asked isis um the director of Public Works was in herea couple months ago touting the quality work done by the current members of theDepartment of Public Works um on some drainage that was installed in Danielpeek um that is the outflow of a several hundred feet of pipe that was installedum incorrect directly improperly um so the current Crew That’sdoing the work out in Lake Hayward is the crew that installed that pipeincorrect so I guess one of my questions is isdoes no one know the correct way to install the pipe or does no one care enough toinstall it correctly I have to get back to you on that mic okay um does anyonecurrently hold a P6 license a state license to install drainage pipe I knowthe town probably doesn’t need it but umfrom those pictures it would probably be a good idea because um apparently nobody’s paying attention to any qualitythat that project was overseen by the foremancompletely so I just don’t don’t understand I um I know for a fact thatyou have told um a Department of Public Work employee that quality and quantityis not their concern but um apparently nobody is paying attention to theQuality so those are my questions um I just thank you to you I’m sorrycould you just provide some detail on where and when this picture was taken no but that hes backwards no but wherewhere it was that is on Daniel PE Road um heading down the hill on the left umseveral hundred feet of drainage pipe installed late spring early summer thisyear this year oh last year sorry 2024 2024 2024 uh overseen directly by theforeman of the public works department and um installed by thecurrent members of the public works department and is this picture recentthat picture no that picture was taken a week after it was installedthankyou it’s a P6 license issued by the state um that umcertifies a person to install sewer um stormor water pipe um they had a um person on the Department of Public Works that ummaintained that license but they laid that person off more thanwhile anyone elseMary Beth Mory one L you road so it’s my third meeting in twoweeks which is a really lot for me since I’ve not been involved with the town very much and last night after the meeting Iwent home and and just a couple of things really were sticking with me andthe thing that really bothers me the most is thatthe first meeting you said you had nothing you didn’t know what was going on about the roads and last night yousaid that you and Michelle had talked about it back I think you said in thesummer or sometime like that believe Michelle said that we talked about it in the summer I did not recall that so ifyou can’t recall something that’s going to affect over a hundred households in the town I think that that’s pretty badbut I I just really she knew and she knew she was going to take Services away from over a hundred peoplein this town without ever giving them notice the only way that we ever knew that this was happening is becausewe had a snow we had a little bit of a snowstorm but that pill gets really icy and it was really bad thattime and somebody called and that’s how they found out and I just think that’s areally rotten way to treat your constituents and we’re her constituents also even though she’s not an electedperson I appreciate that you said that we’ll get plowing and and um sanding ifthere’s a stor if there’s a storm before this issue is resolved but we all have a lot going onall of us you can see there’s a lot fewer people we don’t get paid to spend 10 hours you know over a weekend to gothrough all of these books and stuff like that this is and I so appreciate that you went and talked to people and Iyou know appreciate that your opinion is different but that you went and talked to them and found out what was reallygoing on and that this has been you found out kind of the same thing that I found out by going through all this I really appreciate that a lot I thinkthat was a you know what should be done and I thank you for doing it but anywayI think that you should just really um think hard and fast about howthis is going to affect that many people and how really rotten the way that this situation has been handled and I hopegetting this off my chest might make me start thinking about it but it just keeps I just keep thinking this isn’twe’re not supposed to be at odds with the people who are serving us or or that we’resupposed to be under you’re it’s not supposed to be like this it’s not supposed to be this hard I don’t thinkwe’re GNA Rectify it I promise you thankyou anyoneelse okay uh moving on to unfinished business the automated trafficenforcement safety devices we’ve got that ordinance that we all looked at and that is at the uh attorneys so when weget it back from them with any changes that they might make to it I can uh let you guys know but so far we’re good onthat okay so we’re not going to discuss the draft unless yeah I mean if you have if you have particular talk questionslike quick question yeah um hold on give me a second I didn’tprint she was Finding ours um oh again as I stated the first time we brought itup I just um I’m concerned that it there’s a couple things in here insection xx6 enforcement and fines um where it specifically says by electronicmeans twice payment of fine and Associated fees may be made byelectronic means um and understand that may meansdoesn’t have to be I just want to ensure that for people that aren’t necessarilytechnologically savvy yeah we probably have a come in and pay option for thosethat aren’t not Savvy because I think that’s important sure no I agree yeahand and I think they should have uh they should also have the ability to appealbecause I think somewhere in the appeal section it says electronic means defenses down at the bottom I I justdon’t want to exclude people who don’t necessarily have those electronic means understood thanks I think that’s I I’mpretty sure that was my okay sure yeah I mean we can definitely change that or make sure that language is add asomething yeah definitely yeah so the there was oneinstance where there was 10 miles an hour over and then it was 11 miles hour over the next we have to decide whetherwe’re going to go 10 or 11 I think 10 people are just going to remember that better again I thinking about this outloud um your first Sugg of 15 may not benecessarily a bad thing because I’m looking at the majority of theroads that we’re traveling I mean if if you’re doing the speed limit somebody’sup your back bumper um for sure all the time yep theother problem that I have with it is the enforcement part of this I just feellike people are just going to ignore it there’s a difference between gettingsomething in the mail and having a State Trooper or you know one of our localpolice that’s on your on on you know with the lights flashing and so forth handing out a citation that’s a goodpoint is there a way we could tie it to like the transfer station permit they have out because if theyhave outstanding tickets so again it goes back to if people refuse to pay andthen the other question that I had that came up with this the $15 fee that we’re being charged to implement this programis that is that charge no matter what inother words we go we we write out the ticket we we send the ticket for $75 or$65 $15 that they’re charging us to to make the citation are we do we still owethe 15 bucks because then it’s a losing proper decision I’m not I’m not I think other words we have a fine of$50 it’s a $50 fine and they’re going to charge us 15 to implement the program they’re going to charge thetown and we every time that money it’s 15 bucks 15 bucks 15 bucks 15 bucks arewe responsible for the 15 bucks and that people go I’m not paying itay find out okay yeah we’re stillresponsible say we are that’s a losing proposition I I’ll find out exactlythere’s no meat and potatoes behind it there’s no there’s no enforcement because they’re sending out the ticket you know they’re stillmailing the ticket so they’re doing they’re doing their processing that could be intheir algorithm already though this rationale collect versus the ones they don’t collect the reason why I’m goingback is the rationale is is maybe the 15 miles an hour over is the person goesall right there’s no doubt like I’m I’m definitely speeding way too fast rightum 10 miles an hour even I’m a slow driver I consider myself a slow driverI’m probably at 10 miles hour over the majority of the roads that Itake so do we have this do we have the it’s up to us we can no no I was to say do wehave the results of study no not yet no we won’t have that for another I that that might help to see yeah well we had7 72 on town but just numbers like how many people are going how fast I think thatwould help be and we can certainly I mean until this is in the book and comes to a town meeting we can certainly youknow go back and forth and question is how much I kept reading the commandantof the tro K keeps havingoversight is that something that they really want to get involved inwell they it’s there because we’re a trooper town and they oversee whateverwe do no matter what we do here and actually they the lieutenant and the sergeant were just in here the other day talking about the trooper broker so yeahso they oversee us anyway any any police matter at all including traffic they’rethe overseer no matter what because we are the troper I’m only seeing that listed twiceEric and in both times it was um they just the first one is just apurchasing Authority done in consultation with the commander of tro K and the second is a town employeedesignated by the first elect with the approval so it’s not like they’re going to be involved in every ticket they’renot yeah no but they have oversight which Town’s taking on theresponsibility but yet the state police have the overs I think they have the automaticoversight of allall traffic because we’re a troopertown but I mean I can certainly ask that question again just to you know pleaseyeah absolutely could be a um you know just a final Authority type thing but I’llcheck that’s and I’ll check on other item as well so you think you want to change it to 15 from the 11 I think weneed to see the study first I would like to see the study first to understand put 15 in there for now and then we’ll seethe study and say you know what Eric’s right people are going 90 miles an hour and 15 is plentyso it’s just my opinionyeah all right and then if once we get it back from the lawyers then I’ll be able to tell you guys you know if there’s any other changes or anythingelse that we need to do and see there this supplemental yeah well I hada question with the attorney and I just thought it might come up because you guys are gonna see the yellow highlighted Connecticut General statutethat I left highlighted in there um I asked the attorney a question on that because if you read that statute andthat’s what I gave you guys yeah um I didn’t know if we had to create another ordinance to create a uh procedure forcitations thank you so that was a question I had so you guys could readthat great thank you all right next up is Three Bridges although we don’t haveanything new on that so we off to next meeting um next up is the land um trustthey’re looking for a letter of support for the hand Trail the hand Trail is atrail that’s going to go through um Town um property um the hand property and umthey are looking for us to support their application from the East hadam land trust to the state of Connecticut Department of Environmental energy andEnvironmental Protection the construction of the new Trail so um if you guys can give me a motion I wouldlove to make that motion so do I have to State it formally I make a motion there’s a motion on yourright on your sheet I make a motion to that the board of selectman support the application from East hadam land trustto the state of cantic Department of energy and and Environmental Protection for the construction of new Trail andhas no objection whatsoever to a small portion of that trail being situated on Town property and connecting to aportion of the town’s existing Trailsecond all those in favor I right board and commission andcommittee changes um we havesome uh for Board of fire Commissioners um we need a u motion and a second toreappoint Timothy Reynolds for a second three-year term to expire January 1st 2028 as a member of the board A FireCommission I have the 28th versus the 21st same time five o’clock here sosince there was a flurry of emails this afternoon um I didn’t get them all Redevelopment agency is 22nd 2 secondyes okay what else did we have on the 22ndanything I feel like there was conflicting dates 22nd and the 23rdcorrect going back and forth about the Redevelopment and they usually meet on Thursday but they have to meet onWednesday because of some reason I forget is on the 22nd it settled yes the23rd if any of you umum so it’s no no problem it’s be the 22nd 22nd Redevelopment agency development agencyyep and we’re just attending that meeting it’s not our meeting so therefore we don’t have to worry aboutgo go any I will watch it I will watch it on the recording perfect yep noproblem um and then the 28th which is the following Tuesdayand it’s still 5 PM five o’clock yes somebody com here it’s a hard stop at sright because I have other groups coming in for a meeting at onboth be sure but I believe so Redevelopment atyep until that time sorry Steen you’re being taken care of okay loud and sandyou got it no problem um okay um we needto look at dates for the budget so for those of you who are in the room beforeyou leave um budget uh workshops are coming up we’d love to have you involvedin our budget discussions prior to our final meeting at the high school when we present the budget um we’d love to hearyour input your support your not support whatever it is um you know budget talks our budget talks and this is when thedepartment heads come in and we discuss what’s going on in the department and how it works and all that so if anybodyhas any questions or concerns or budgetary issues or problems and want to discuss the budget that’s the best timeto do it because then we can actually make those changes as opposed to having to not pass the budget because there’ssomething in there that you don’t like if we could put forth the budget that everybody’s happy with and knows that about ahead of time then we canobviously get to the business of the town a lot easier and quicker than doing budget refer after budget referendumafter budget referendum and the budget referendums do cost the town so if we can get it done right the first timewe’re happy to take the input anytime between now and when we put out that budget so please feel free to comment toany of those we will start um uh putting out when what departments come in whenso that if there’s a particular Department that you have interest in you can come to that budget meeting or you can come to the mall whatever you preferum some of them are um during the week like 4:30 to 7 some of them are all dayduring the week 9 to whatever um Eric who has a job full-time job takes theday off and comes in and does budgets um and then we’re here Saturdays too so there’s a Saturday that we’ll all be inhere too and it’s everything from the the department heads to uh boards andcommissions Lakes all of that so those are um those are that’s the budget talkand you know I’m saying this out loud because we really do want you for those conversations again as opposed to at theend of it when you know Board of Finance says okay here’s what the budget is and then everybody’s screaming and yellingin the in the in the school auditorium which we will go back and we will change it we will fix it and you know we’ll tryand give you another budget that you can vote on but wouldn’t it be better if we all just agreed when we got there the first time so that’s all so please feelfree send your comments in come in call in whatever you want to do but we’d love to have you during those meetings so andI’m only saying that because we got a lots of people in the room so okay already chosen or you’re going we’rejust about to talk about dates and when we have the solid dates because we’re going to be talking about our schedulesright now so we can’t necessarily commodate what you guys might need right now but we can certainly publish thedates of the workshops and again we will share what committees associationscommissions you know when the police are coming in when Public Works is coming in we’ll share that schedule with you as weset them up and sometimes they change because somebody gets sick and they gotto come in a different day so you can always call us first and say hey I’m coming in on Saturday is still the youknow legs Association coming in yes they are will it be posted on the town website these budget meetings so we canyep yep yep certainly and then I also have a Facebook page for the selectman and I put it up there as you know as asmuch as I get the information so if you get on that um selectman page I try and share information as best I cansometimes it blows up sometimes it doesn’t but it’s there okay all right sotake it away Linda as far as dates go um Valerie and I sat down and you kind of hashed out the whole budget schedule umto try to get two options for referendums before July one becauseas of July 1 if you haven’t set a budget the selectman set the mill rate so we’retrying to you know we want to give at least two shots you know just hopefully we only need one um so in order to dothat the public public hearing we have to kind of work backwards the public hearing has to be April 8th and thenyou’ll have the um town meeting then would become um April 22nd and the firstreferendum would be um May 6 so in order to accommodate that the board ofselectman meet in February the board of Finance meet in March so try toaccommodate everybody’s schedules of when they’re available um I have yourbudget starting if if everybody can do it um February18th that would be like a 9 to four it’s a Tuesday um I would be lookingfor bringing in all the Public Works police you know town clerk you know allthose budgets of people that work here during the day on those days um the next day um the19th if we could do 4:30 um until7 um I can pick up some of the people like fire department commissions youknow people that have jobs during the day that can’t come till the evening and depending on the business that’s alsothe same night at 7 o’clock that we have your our regular Board of selectman meeting so for some reason if there’snot a lot on that meeting maybe fill in a couple budget people to come in youknow during that meeting too you know if we have a lot of business we won’t be able to but if you know and I won’t knowthat until closer to the date so that would be uh the 19th the 19th sessiontwo session three I have scheduled for the 22nd which is a Saturday um like a 9to 4 depending on who we going to bring in we’ll do budgets like a lot of the onesthat I do you know because I’m already there you know so you could do resident trooper we can do probate we can do youknow those ones everything but a building budget because Don and I present those together and he’s notavailable on the 22nd so we’ll try to get the board of Finance uh budget done finance department Debt Service umbudgets like that to try to get done on that Saturday um so that’s session threesession four um is I’m looking at February 24thstarting at 4:30 till like 9:00 somewhere in there um that’s when I’d belooking to have Don angarola come in and do buildings and and that type of thingum the last budget meeting I have scheduled is the 26th which is a Wednesday again for like 4:30 to 9o’clock that would be the one where would be our drop dead to make ourresolution to send the budget to the board of Finance so I’m hoping we can get this done infive meetings if everybody can accommodatethose the 24 I see any conflicts the 24th you said it was 4 to 9 yeah wouldprobably be like four no 4:30 to 9 I I kind of did it 4:30 to give Eric time toget out and get here and then the 26 the same time 26 4:30 to 9 or 10 or howeverlong it takes us to craft the resolution to I don’t want to get a ticket you don’t want to what I don’t want to get aticket all right so as long as that works for your schedule those dates are good and then that gives Valerie sometime to put things together and and make any changes that are necessary becauseshe’s set the board of Finance up for their first meeting on310 which would be a special Board of Finance meeting um budget presentationsby the boards of Selectmen and education to the board offinance and they were okay with all their budget workshop dates too you can see on theschedule everybody’s good yep okay all right perfect thanks Lindaand then ask a question yes sir um new date of 21st to the 28 when will that beposted on the website currently there I just we needed to check withthem to make sure that they can make the 28th but yeah it’ll be up there tomorrow and we’ll have to do a new uh notice inthe paper Y no we don’t have there’s no not we don’t have to do in the paper okay never mind no it’s a it’s a boardof selectman agenda is all it is it’ll be on the website and why I’m asking for all the email addresses is I have theprevious email addresses from the last meeting I’m trying to create a little database so that when we have a noticesomething like this I can push it out to everybody that gave me their email address and then my hope is that theypush it out to to their folks as well as seeing it online just want to make surethat all of you get them notice that we’re moving the meeting okay and then if Icontacta with a question about get just really quickly on a sort of a similar note um and I remember acouple years ago we did um an foi workshop for a new board and commission sincethere’s been a new an election we do have a lot of new members is that something we could set up not mandatorythe town clerk is usually set that up okay and I we can reach out to did Debdo one right after the last election I thought she thought they did I thought she usually does it didn’t see Novemberafter the I know we did one yeah sure I’m pretty sure she did it but I’ll I’llcheck it we did yes we did I was there yeah Miss that’s we usually do it likeevery two years right after the election so it’ll happen again I missed it date at the end of November is it recorded umprobably we just we get we have some new team members sustainab team you know what and you had some sustainabilitypeople that that or no that was ethics it was the same night as I had but if it’s recordedI can just point them to the yeah I’ll have to find the date okay
